AXIOM — constitutional governance for AI.
AXIOM is a vendor-neutral constitutional governance layer, not an orchestration framework. LLMs are workers. The governance engine is a deterministic state machine that decides — before execution — whether an AI action is admitted, vetoed, held, or escalated to a human.
Core components
Cell 2 — decision engine
A stateless pre-execution gate. Every agent invocation is evaluated against constitutional policy and returns exactly one verdict: ADMIT, VETO, HOLD, or ESCALATE.
QChain receipts
Every governed decision produces an immutable, SHA-384 hashed, ML-DSA-65 signed GovernanceReceipt anchored to the private ledger — cryptographic non-repudiation for AI operations.
GRLS — governed memory
A governed retrieval and memory layer wired to the decision engine, so what an AI system remembers and retrieves is itself subject to policy.
Meta-Cognitive Engine
The MCE supervises reasoning quality, drift, and mission alignment across long-running AI work.
Real-time nervous system
Streaming transport connects cells, agents, evidence stores, and operator surfaces in real time.
Per-agent DID
Every agent operates under a W3C-compliant decentralized identifier — identity-bound AI with accountable authority. Patent pending.

Status
AXIOM's governance core is at TRL 6 with 105/105 governance tests passed. Cell 1 validation is complete and locked (adversarial, gate, and health suites passing); Cell 2 is wired to governed memory and the Meta-Cognitive Engine and operating on Cyberellum infrastructure.
